Commission for Allocation of Funds for Support to Women's Entrepreneurship pursuant to Articles 3 and 5 of the Decision on Allocation of Funds for Support to Women's Entrepreneurship in 2021 (Official Gazette of Montenegro - Municipal Regulations, No. 36/21)

PUBLIC CALL

for the distribution of funds for financing projects intended to support women's entrepreneurship in 2021

Unemployed women and women entrepreneurs who have been in business for a maximum of one year before the publication of this Public Invitation, who want to start or improve their own business, and have a residence in Bijelo Polje, are invited to submit their applications for the Public Invitation.

The funds provided by the budget of the Municipality of Bijelo Polje are distributed for business plans that contribute to the achievement of the objectives set in the strategic documents, programs and plans of the Municipality, which in particular:

- encourages the economic development of the municipality,
- encourages the development of organic agricultural production,
- create conditions and encourage the development of tourism and crafts,
- contributes to the affirmation and valorization of the cultural potential, traditions and cultural peculiarities of the municipality, raising the level of culture and preserving the cultural heritage,
- contributes to the preservation and protection of the environment,
- encourages the development of intellectual services.

ž1. For all the listed incentives, the Decision on the Budget of the Municipality of Bijelo Polje for 2021, as well as the Decision on the Allocation of Funds for Support to Women's Entrepreneurship in 2021, envisages a total of 20,000.00 euros.

An unemployed woman or a woman entrepreneur can apply with at most one business plan.

The maximum amount of funds allocated for the business plan may not exceed 20% of the total amount provided by the budget of the Municipality to support women's entrepreneurship.

An unemployed woman or a woman entrepreneur can apply for the total amount or part of the funds for the implementation of activities from the business plan and is obliged to indicate this in the application for the Public Invitation.

An unemployed woman or a woman entrepreneur undertakes to carry out all activities defined by the business plan within a period of 6 months.

2. The public call for the allocation of funds for financing projects intended to support women's entrepreneurship in 2021 is open 15 days from the date of its publication on the website and bulletin board of the Municipality of Bijelo Polje. The application for the Public Invitation is submitted to the Commission for the Allocation of Funds for Support to Women's Entrepreneurship, on the prescribed form and submitted to the office of the Municipality of Bijelo Polje.

3. In a sealed envelope, unemployed women who want to start their own business enclose:

- grant application,
- business plan proposal,
- unemployment certificate from the records of the Employment Service of Montenegro,
- statement of the project applicant on legal responsibility,
- statement of the submitter of the business plan proposal that after signing the contract he will submit proof of registration of the activity,
a certified copy of the ID card,
- three printed and one electronic version of the business plan on CD.

4. In a sealed envelope, women entrepreneurs who want to promote their own business, enclose:

- grant application,
- business plan proposal,
- statement of the project applicant on legal responsibility,
- a certified copy of the ID card,
- three printed and one electronic version of the business plan on CD,
- decision on entry in the court register, ie the register of the competent municipal body,
- certificate of the Tax Administration on duly paid taxes and contributions on 30.09.2021. years.

5. The business plan should contain:

- Basic information: Brief description of the business plan, Analysis of markets, products and services, Location,
- Estimate of investments;
- Business plan co-financing;
- Business Expenditure Plan;
- Supporting documents.

6. The elimination criteria for the proposed business plan are:

- lack of formal conditions for running a business plan,
- the business plan does not correspond to the proposed areas from item 1 paragraph 2 of the Public Invitation,
- if it includes activities within the competence of the Government of Montenegro, such as education, health, social protection, etc.,
- requesting financial resources for the purchase and distribution of humanitarian aid,

- which is based exclusively on one-time production, preparation and printing of books, brochures, bulletins, magazines, etc., if the publication of such publications is not part of a broader program or more comprehensive and continuous activities,
- includes activity that is considered illegal or harmful to the environment and danger to human health,
- candidates who have used funds intended to support women's entrepreneurship after a previous call do not have the right to participate.

 

7. Eligible costs for the implementation of activities from the business plan include:

- purchase of machines, techniques, tools and equipment necessary for performing the activity to which the business plan refers. . Eligible costs include the purchase of used equipment, but only if its purchase value exceeds € 1,000. When planning the procurement of equipment, submit estimates for budgeted equipment.

- purchase and maintenance of new ICT (information and communication technology) equipment if it is necessary to perform the activity for which it is applying,

- purchase and maintenance of software if it is necessary to perform the activity for which it is applying,

- bookkeeping services for the maximum duration of the project, but the amount of costs per month may not exceed 50.00 euros,

- marketing activities and advertising (creation and maintenance of the Website) in the total amount of up to 10% of eligible costs,

- procurement of raw materials and intermediate goods in accordance with business needs. These costs will be eligible if they directly affect the smooth running of the business. The purchase of raw materials can be covered only once, as a one-time purchase of initial stocks.

- Costs of taxes and contributions for a newly employed person, for women entrepreneurs who improve their existing business, mostly for the duration of the project, ie. 6 months.

 

8. Ineligible costs for the implementation of activities from the business plan include:

- costs of registration of the business entity,

- fines, penalties and litigation costs,

- customs and import costs and all other similar charges,

- Taxes and contributions

- contributions in kind,

- debts and coverage of losses or debts, and accrued interest,

- receivables financed for other business,

- purchase of real estate (land and buildings),

- construction of buildings, adaptation (construction works) and renovation of buildings and premises,

- purchase of telephone and mobile devices,

- sublease of space.

- rental / leasing of vehicles and equipment,

- studies, research, membership fees, licenses,

- staff travel and subsistence expenses, business trips,

- purchase of transport vehicles whose intention is to provide services outside the applicant's own production and / or purchase of any transport vehicles that will not be used in the activities of the proposed business.

9. The beneficiary of financial resources after the implementation of activities defined by the business plan is obliged to continue its economic activity for at least 12 months after the completion of the project.

10. Criteria for scoring business plans for the allocation of funds are:

- The applicant has references and capacities for the successful implementation of the business plan,
- Innovative aspect of the business plan,
- The goals of the plan are measurable, realistic and time-bound,
- Co-financing a business plan,
- The budget of the business plan is realistically presented and harmonized with the activities,
- Sustainability of a business idea.

11. The provisions of the Decision on Criteria, Manner and Procedure of Allocation of Funds for Financing NGO Projects ("Official Gazette of the Republic of Croatia" list CG - Opštinski propisi “, No. 4/17). 

12.
