The 9th session of the Council for Economic Development of Bijelo Polje Municipality was held in the Assembly Hall on November 29, 2019. year
Of the eight items on the agenda, Council members spent most of their time discussing the Draft Budget Decision for 2020. and the Draft Spatial Planning Program for 2020. year.
Head of the Budget Department of the Bijelo Polje Municipality Secretariat for Finance, Fernala Zaimović, informed members about Municipality Draft Budget Decision, where she stated that total planned revenue of the Municipality is EUR 15,450,000. Moreover, due to the budget balance in the same amount of EUR 15,450,000, the total budget revenues were reallocated to current budget spending in amount of EUR 7,788,700, debt repayment of EUR 3,315,000, capital budget of EUR 4,145,700.
“In Budget planing for 2020. focus is on providing a larger volume of funds for financing capital expenditures in order to accelerate development of the city and make local government more efficient. Planned funds for these purposes are € 4,145,700, representing a percentage of 27.12% of total planned expenditures for 2020, ” Zaimovic said.
Milanko Minić, Director of the Directorate for Construction and Investment of the Municipality Bijelo Polje presented details of Draft Spatial Planning Program for 2020. He said that Municipality has prepared the planning documentation of higher and lower order, the Spatial plan that covers entire territory of the Municipality and thus created the conditions for the construction of all types of facilities throughout municipality. “The amount planned for the 2020 Spatial Planning Program is around € 61 million. In addition to the capital budget of the Municipality, the funds allocated for the realization of the Spatial Planning Program for 2020 include funds allocated by the Government of Montenegro, Public Works Directorate, Transport Directorate, World Bank, IFAD, etc. ”- Minić said, who also presented the capital investment plan for 2020 and projects that will be implemented in next year, which are an integral part of the Capital Investment Plan of Municipality Bijelo Polje for period 2019-2021. year.
The discussion on these points also included the Mayor of the Municipality Petar Smolovic, who said that there are currently about 104 projects underway and they need to be completed. He emphasized the importance of the capital projects of "Đalovića cave" and project "Bjelasica", and in budget planning, care was taken to continue the works on projects without borrowing.
"We have made savings in certain sectors, and the funds raised through austerity measures have been diverted to further development. It was very important to raise financial discipline, while in the coming period we plan to improve our tax collection” mayor said.
At the session, Hajriz-Hacko Brcvak, Nedeljko Jeremic and Vukman Obradovic were elected as new members of the Economic Development Council, in place of Vladimir Velickovic, Resad Nuhodzic and Svetlana Bubanja Lekovic, who resigned as members due to professional commitments and inability to attend sessions regularly.
The Council has appointed three members who will deal with the Business Forum and its organization in more detail, who will design the Business Forum for 2020. and who will try to link the Bijelo Polje Business Forum with related business forums in the region.
A Report from the meeting between the Municipality of Bijelo Polje - representatives of the Economic Development Council and representatives of the Customs Administration of Montenegro was presented to Council members , as well as an Analysis of the structure and activities of business entities registered in the territory of the Municipality of Bijelo Polje.
At the end of the session, the following conclusions were adopted:
- The Council for Economic Development of the Municipality of Bijelo Polje unanimously endorses the Draft Budget of the Municipality of Bijelo Polje for 2020 and proposes that it should be submitted to the Municipal Assembly for adoption;
- The Council for Economic Development of the Municipality of Bijelo Polje unanimously supports the Draft Spatial Planning Program for 2020 and proposes that it should be submitted to the Municipal Assembly for adoption. The Council also supports the annual capital investment plan for 2020 according to the Capital Investment Plan of the Municipality of Bijelo Polje.
- A business forum will be organized next year, and representatives of the Local Economic Development Council will be selected to look after the organization and overall implementation of the 2020 Business Forum.
