Based on the Decision on announcing a Public call for the award of a grant to reduce unemployment in the municipality of Bijelo Polje ("Official Gazette of Montenegro-Municipal Regulations" No. 3/2022), Municipality of Bijelo Polje on 25.01.2022. year announces

PUBLIC CALL FOR GRANT AWARD FOR REDUCING

UNEMPLOYMENT IN THE MUNICIPALITY OF BIJELO POLJE

1. Companies and entrepreneurs based in municipality of Bijelo Polje who have been operating for more than 12 months from the day of the announcement of the call are invited to submit their applications for the Public call for grant award to reduce unemployment rate in the municipality of Bijelo Polje.
   

2. Areas that are recognized as priority are technical areas such as metalworkers, plumbers, mechanics and machinists, locksmiths and builders, the automotive field, as well as catering, tourism and small shops.

Long-term unemployed, people with a lower level of education and vulnerable groups have an advantage in employment.

3. The total amount of funds distributed under this competition is € 329,000.00. Funds for the distribution of grants are provided by the project "Reducing unemployment in the municipality of Bijelo Polje", no. Agreement CFCU / MNE / 181, which the Municipality of Bijelo Polje implements through the EU-Montenegro Program for Employment, Education and Social Protection 2015-2017.
4. Allocated financial resources are allocated as state aid of small value in accordance with the Regulation on Detailed Criteria, Conditions and Manner of Granting State Aid (Official Gazette of Montenegro, No. 27/2010 and No. 16/2014) in order to increase employment and support employers for job creation and on-the-job training in less developed municipalities in Montenegro, in accordance with the National Strategy for Employment and Human Resources Development 2016-2020 and the Strategy for Regional Development of Montenegro for the period 2014-2020.
5. One of the priorities of the Development Strategy of the Municipality of Bijelo Polje for the period 2017-2021 is to increase the employment rate of the unemployed working population by training unemployed people to work for employers and reducing undeclared work in favor of regular employment. The project envisages support for at least 15 employers from the municipality of Bijelo Polje, training and internships for 100 and employment of 70 unemployed persons from the records of the Bijelo Polje Labor Bureau, registered at least one month before the announcement of the public grant competition.

6. The amount of the grant requested in this public competition must be between the following minimum and maximum amount:

• the amount of the grant per one newly employed worker is at most: € 4,700.00, and
• the maximum grant amount is: € 28,200.00. 

7. Grant funds are intended to finance 6 months of gross salaries of newly employed persons, and the employer is obliged to sign an employment contract with the employee for at least 12 months from the date of signing the Grant Agreement with the municipality of Bijelo Polje.
8. At the request of the employer, if the unemployed person does not meet the required profile of employment, the project provides funds for training and retraining, and professional training of unemployed persons would last 2 to 3 months before signing the employment contract.
9. At the request of the employer, if the said unemployed person meets the required profile of employment, the project provides funds for training and internships, in addition to the grant, and professional training of unemployed persons would last 2 to 3 months before signing the employment contract.
10. The deadline for submitting applications is February 9, 2022. The public competition was published on the website of the municipality of Bijelo Polje (bijelopolje.co.me), where those interested can download the application form for the competition with guidelines for applicants and supporting documentation.
11. The application for the competition and the accompanying documentation are sent via postal service in a sealed and sealed envelope marked "Application for the public competition for the award of a grant to reduce unemployment" to the address "Municipality of Bijelo Polje, Slobode bb 84000 Bijelo Polje - Office for EU Projects". Applications for the public competition for the award of a grant to reduce unemployment in the municipality of Bijelo Polje that are not submitted within the prescribed deadline, handwritten, as well as administratively incomplete, will not be considered.
12. Companies and entrepreneurs can apply with only one application. Related legal entities cannot apply.
13. Companies and entrepreneurs who plan to apply must submit the following documents:

• Grant application and accompanying documentation in 3 printed and electronic versions on CD;
• Excerpt from the Central Register of Business Entities, ie from the register of the competent municipal body not older than 30 days from the day of the announcement of the competition;
• Decision on registration for VAT and valid Articles of Association;
• A set of forms for annual accounts (Balance Sheet and Income Statement) for the last year. For registered entrepreneurs, it is necessary to submit an appropriate form issued by the Revenue Administration (Tax Administration) (ZPO, GPPFL, Decision of the Revenue Administration (Tax Administration) on flat-rate taxation or other);
• Certificate of the Revenue Administration (Tax Administration) on the proper payment of taxes and contributions not older than 30 days from the date of announcement of the competition;
• Appropriate form for the last month of payment of taxes and contributions for employees not older than 30 days from the announcement of the competition, certified by the Revenue Administration (Tax Administration), as proof of the number of employees;
• Names of persons from the records of the Bijelo Polje Labor Bureau who are interested in employment, training and work practice, as well as confirmation that they are registered at the Labor Bureau at least 30 days before the announcement of the public competition for the grant;

14. The process of evaluating applications, forming a ranking list, and approving funds is performed by the Evaluation Committee for Granting Unemployment Reduction Grants in the Municipality of Bijelo Polje in accordance with the Rulebook on the Procedure and Methodology of Financing Grant Schemes based on the following criteria:

• Financial and operational capacities of the applicant;
• Business sector;
• Target group;
• Number of newly employed workers;
• Previous experience in the field of business;
• Budget.

The following scale was adopted to assess the quality of applications received:

15. The Evaluation Board is obliged to make a decision on the award of a grant to reduce unemployment in the municipality of Bijelo Polje within 90 days from the date of closing the competition.
16. The decision on the award of a grant to reduce unemployment in the municipality of Bijelo Polje is submitted to the participants in the competition and published on the website of the municipality.
17. Within 10 days from the date of the Decision, the Mayor concludes an Agreement with the responsible person in the company / entrepreneur to whom the funds were allocated, which regulates mutual rights and obligations, how to use funds, reporting and monitoring the implementation of the grant.
