Extended Public call for unemployed persons for a three-month training

The Chamber of Commerce of Montenegro together with partners: Chamber of Commerce of Kosovo, NGO ETRI and Regional Business Center Berane implements the cross-border project "Skills for sustainable employment in the cross-border region of Montenegro and the Republic of Kosovo - NO BORDERS! (NO BORDERS)", which is co-financed by the European of the Union and is implemented within the framework of the Cross-Border Cooperation Program Montenegro - Kosovo 2014-2020.

The aim of the project is to raise the level of employability of young people (15-30 years old) and women by improving the necessary knowledge and skills for employment within the framework of paid three-month training at employers, as well as improving businesses operating in the border area.

Objective of the call: Selection of 15 candidates who will participate in paid three-month training for the development of business ideas with the aim of starting their own business. The aforementioned training will include workshops and individual mentoring for all participants, in the following areas: legal issues and business registration, financial management/accounting, strategic planning and business models, marketing and sales, and digital marketing. With the support of trainers and mentors, the participants will develop business plans by the end of the training and acquire the necessary knowledge for its implementation, i.e. starting their own business. The best business ideas/plans will also receive financial support, which is more detailed in the section About the training program.

Who can apply: unemployed persons (18-30 years old) and women from the municipalities: Andrijevica, Berane, Bijelo Polje, Gusinje, Kolašin, Petnjica, Mojkovac, Plav and Rožaje.

The right to participate in the support program for the development of business ideas and business is given to persons of legal age or persons who will become of legal age during the training and who wish to register a business in the area of the above-mentioned municipalities, and who are registered with the Employment Office or are in the final year of high school .

Candidates should preferably have:

High level of motivation to start an independent business;

Willingness to acquire new knowledge.

The applicant can submit only one business idea.

Training time period: February 10 - May 10, 2024.

About the training program: Five two-day introductory workshops will be organized within the three-month training in the premises of the Berane Regional Business Center on the following topics: legal issues and business registration, financial management/accounting, strategic planning and business models, marketing and sales and digital marketing. After that, 75 hours of 1-on-1 work will be organized with mentors from the above-mentioned fields, which will take place online. After the training, two final two-day group sessions will be organized in the areas of: 1) negotiation and access to finance and 2) presentation of business ideas, which will serve as preparation for the competition for the best business idea, for which prizes are provided. The first prize will be in the amount of 2,000 eur, the second 1,000 eur and the third 500 eur. Award winners will have the obligation to invest the money in their business and submit evidence of the investment for review by the project partners.

The selected candidates will also sign a special contract with the Chamber of Commerce of Montenegro, through which they will undertake to participate in three-month training, about which the employer/mentor will periodically report to the project team. Candidates who successfully pass the training, for which they must ensure a minimum of 75% attendance, will also receive a confirmation/certificate of completed training, and will have a developed business plan for starting their own business.

- certificate/proof from the Labor Bureau about unemployment;

- a short description of the business idea.

Application deadline: Applications for three-month training's for the development of business ideas are open until 15.03. 2024. Applications received after the deadline will not be considered.

Criteria and method of selecting candidates: The selection of candidates will be carried out by the Chamber of Commerce of Montenegro and the Regional Business Center of Berane together with the selected consulting agency that will conduct the training. Applicants must meet the following criteria:

- That they are unemployed persons;

- That they belong to at least one of two categories: young (between 18 and 30 years old) or women;

- That they are settled in the places where the training program will be implemented, that is, in the following municipalities: Andrijevica, Berane, Bijelo Polje, Gusinje, Kolašin, Petnjica, Mojkovac, Plav and Rožaje.

After checking the basic criteria, preference will be given to candidates who have a duly completed application.

Municipal Decision on tax reliefs

Article 4

Companies and entrepreneurs referred to in Article 3 shall be introduced and identified the following financial incentives:

exemption from payment of communal fee for construction land,
exemption from payment of the fee for the use of municipal roads,
exemption from payment of surtax on personal income tax,
exemption from paying tax on real estate above 0.1% of the market value of the real estate.

Article 5

The tax exemption from Article 4 item 1 investor (company and entrepreneur) is realized in the amount up to 7,000.00 euros per one newly employed worker, or newly opened workplace, and can be used only if by investing, it increases the number of employees for 5 or more employees.

The incentives referred to in Article 4 item 2, 3 and 4 of this Decision shall also apply to existing companies and entrepreneurs in the area of the Bijelo Polje municipality for the extension of the economic activity referred to in Article 3 of this Decision, and can only be used if the expansion increases the number of employees for 5 or more workers and is valid for a period of 3 (three) years.

Note: The new Regulation on Business Zones was adopted on December 13, 2016 and was published in the Official Journal of Montenegro, No. 77/2016.

The municipality is obliged to until 21.06.2018, in accordance with the Government Regulation, adopt a new Business Zone Decision.

We are also referring to the Decision on the fee for communal equipment for construction land that was published on 29.12.2015. in the "Official Journal of Montenegro - Municipal Regulations" No. 48/15.

Tax reliefs – New Government Regulation on business zones

Article 15

For employed people working in a business zones, the business zone user does not pay:

1) Contributions for compulsory social insurance for salaries (contributions for pension and disability insurance, contribution for health insurance, unemployment insurance contribution) and contributions for the Labor Fund;

2) Personal income tax;

The amount of the relief referred to in paragraph 1 of this Article can not exceed the maximum allowable aid intensity of 60% for medium and 70% for small companies, in accordance with the regulations governing state aid.

The user of the business zone may use the incentives referred to in paragraph 1 of this Article, for a maximum period of five years from the date of employment of persons in the business zone.

For the employee referred to in paragraph 1, item 1 of this Article, the user of the business zone calculates, suspends and pays the employee from the earnings of the employee: the contribution for the pension and invasive insurance at the rate of 15,0% contribution to health insurance at a rate of 8.5% and contribution to insurance against unemployment at a rate of 0.5% upon payment of earnings.

The basis for calculating the contribution referred to in paragraph 1 of this Article shall be gross employee earnings.

The user of the business zone pays the calculated surtax of income tax.

In addition to the relief referred to in paragraph 1 of this Article, the beneficiary of the business zone shall also exercise the right to other incentives in accordance with the law and special regulations governing state aid, although they must not exceed the maximum allowable amount of incentive in accordance with paragraph 2 of this Article.
